Both are 2K outdoor cameras that pan. The Tapo can be plugged into a cable, which removes the whole class of intermittent Wi-Fi problems. The Imou stays wireless and adds a siren and colour at night.

Buy the C520WS if a cable can reach it. The Ethernet port is worth more than any specification on this page, because it removes the failure that makes outdoor cameras frustrating.
Buy the S21FEP where no cable can go and a noise is worth having — the siren turns a camera that records into a camera that interrupts.
It admits more light than the F2.2 typical of cheaper cameras, so the sensor produces colour in poorer conditions before falling back to infrared. It is sensitivity, not night vision: in genuine darkness both cameras still light the scene themselves.
In an occupied house, sometimes — it interrupts, which recording never does. In an empty one it is a noise nobody hears. Treat it as a deterrent feature rather than as an alarm, and do not let it decide the purchase on its own.

The model TP-Link points its own budget buyers towards. A 2560 × 1440 sensor behind an F1.6 lens gives colour at night without a spotlight, and unlike most cameras in this price band it can be wired to Ethernet instead of trusting Wi-Fi.
Best for: An outdoor position where Wi-Fi is unreliable and a network cable can be run, or where colour at night matters more than an unlit image.

Imou states a 3 MP sensor, four night-vision modes including full colour, AI person and vehicle detection and a 110 dB siren, in a dual-antenna housing rated IP66. It sits between the budget cameras and the tracking models in price and in capability.
Best for: A garden or driveway where false alarms from foliage and insects have already made a cheaper camera unusable.
